										<content:encoded><![CDATA[<p>Fiber Connect opened Monday in Nashville, and the Music City gathering has attracted more than 5,000 attendees, according to <b>Fiber Broadband Association</b> President/CEO <i>Gary Bolton</i>. Exhibitor spots in the Expo Hall sold out a year in advance and the waiting list continues to grow.</p>
<p>“Our goal in the next three days is to really raise the bar and deliver the best fiber broadband event in the world this year,” Bolton said during the show’s opening session.</p>
<p>FBA has added 56 members since December. The organization also offered an update on its Optic Path fiber technician training program, which has seen 485 graduates to date. The group expects to have 1085 graduates from the program by the end of the year, and 87% of those are veterans. The end goal is to have these training programs in all 56 states and territories and to put 75,000 fiber optic technicians into the field.</p>

										<content:encoded><![CDATA[<p><b>NTIA</b> unveiled a <a href="https://nbam.maps.arcgis.com/apps/dashboards/fd2a9ba59b5448e5866eec4d021f85c3">dashboard</a> for its Enabling Middle Mile Broadband Infrastructure Program.</p>
<p>For each grantee, the dashboard shows the award amount, the project location, and percentages of procurement, permitting and construction completed. The dashboard will be updated every six months to reflect the semi-annual “progress to completion” updates provided by awardees.</p>
<p>Later this summer, NTIA will launch similar dashboards for its Connecting Minority Communities pilot program, Broadband Infrastructure Program, and the Tribal Broadband Connectivity Program, with the BEAD and Digital Equity Capacity, and Digital Equity Competitive program dashboards to follow in due time.</p>

										<content:encoded><![CDATA[<p>In the wake of the <b>FCC</b>’s pending proposal to ban bulk billing arrangements, groups with members that could be impacted have formed the <b>Bulk Broadband Alliance</b>. The group is composed of <b>EducationSuperHighway</b>, the <b>Community Associations Institute</b>, <b>National Multifamily Housing Council</b>, <b>National Apartment Association</b> and <b>ACA Connects</b>, and its goal is to educate lawmakers and the public on the benefits of such arrangements.</p>
<p>The Alliance claims monthly bulk billing pricing is typically 50% lower than promotional rates for comparable retail packages and the plans normally do not include extra nonrecurring fees like installation charges. The Bulk Broadband Alliance argues the arrangements reduce barriers to broadband adoption and can incentivize infrastructure updates.</p>

										<content:encoded><![CDATA[<p><b>NAB</b>’s fight continues against the <b>FCC</b>’s broadcast ownership rules, with the association filing its initial brief this week in its challenge of the rules.</p>
<p>“It is long past time for the FCC to modernize its broadcast ownership rules; these are relics from a bygone era, created before the internet, smartphones, social media and streaming,” President/CEO <i>Curtis LeGeyt </i>said in a statement.</p>
<p>The rules limit the number of radio and television stations an entity may own in a particular market, including prohibiting combinations among the top-four TV stations in the same geographic market.</p>
<p>“The broadcast industry remains saddled with antiquated restrictions—first imposed before the attack on Pearl Harbor—that prevent broadcasters from combining stations to achieve critical economies of scale, diversify programming, and attract valuable advertisers,” NAB told the Eighth Circuit Court of Appeals.</p>
<p>It argued that the FCC failed at its Congressional requirement to determine whether broadcast ownership rules remain necessary in light of competitive change. It alleged that the FCC’s actions violate Section 202(h) and are arbitrary and capricious under the Administrative Procedure Act.</p>

										<content:encoded><![CDATA[<p>The <b>Walter Kaitz Foundation</b> has officially been fully integrated into the <b>NCTA Education Foundation</b>. The decision came after a year-long strategic assessment of the foundation by a committee of DEI professionals and senior industry executives.</p>
<p>The integration went into effect on May 22 following approval from the former Kaitz Foundation board and the NCTA Education Foundation board. The Kaitz Foundation has called <b>NCTA</b>’s D.C. headquarters home since 2004, and the NCTA Education Foundation has been working alongside it to build on the industry’s impact in communities across the nation.</p>
<p>The NCTA Education Foundation will continue to operate the former Kaitz Foundation’s grant programs and support legacy industry organizations and efforts. As of right now, there is nothing pending when it comes to the addition of an executive director and current staff will continue to implement organizational priorities, including the annual Kaitz Dinner set for Oct. 23. <i>Michelle Ray</i>, the organization’s last executive director, left the position in December 2022.</p>

										<content:encoded><![CDATA[<p><b>NTIA</b> has accepted Digital Equity Plans from American Samoa, Guam, the Northern Mariana Islands. Each territory received $150,000 from the State Digital Equity Planning Grant Program to create a plan aimed at addressing disparities in digital access, skills and affordability across their areas. NTIA has now accepted the plans from all states and territories, and in the coming months, it will launch the Digital Equity Competitive Grant Program to make funds available for the implementation of digital equity projects.</p>
<p>NTIA awarded more than $9 million to Nevada for the implementation of the state’s Digital Equity Plan, marking the state as the first to receive funding through the $1.44 billion State Digital Equity Capacity Grant Program. Nevada plans to use the funding</p>
